Masa max. remorcabila cu disp. de franare, Se poate mari legal?

Se pune urmatoarea problema:

Am un amic cu o masina de marca "X", nu conteaza... diesel. In talon scrie negru pe alb:
masa max. remorcabila cu disp. de franare=1600 kg.

Are o remorca, cu dispozitiv de franare, de 2000kg. Se poate modifica, ma refer printr-un act legal, cresterea acestei mase maxime la 2000 kg? Sau unde se poate intreba? RAR? Daca da, cum, daca nu... asta e.
